Orange County approves hundreds of millions in tourist tax funding for major projects

Orange County commissioners approved a significant allocation of tourist tax funds for various major projects after a heated debate that included numerous public comments and a labor union-led protest. The decision came after weeks of discussion among commissioners and an advisory committee reviewing proposals for tourist development tax (TDT) revenue. The funding plan encompasses improvements such as parking enhancements at Camping World Stadium and the Dr. Phillips Center for the Performing Arts, along with a new theater and a soccer and track facility at the University of Central Florida.

Resistance emerged from residents and labor advocates, prompting calls to postpone the vote due to uncertainties surrounding the county’s financial stability. Orlando Mayor Buddy Dyer countered that acting now would mitigate future costs, emphasizing the current moment as an ideal time for investment. Notably, the Dr. Phillips Center is set to receive $350 million, the highest allocation in the approved plan, which originally proposed $400 million. The distribution of funds was influenced by recommendations from a citizens advisory committee, which reviewed proposals from twenty groups seeking TDT funding.

Additionally, discussions arose regarding whether to extend the use of tourist tax revenue to support public transportation. Several commissioners and speakers linked transit funding to the tourism economy, arguing that transportation options are critical for visitors. Kelly Martinez-Semrad raised concerns about whether parking garage visitors contribute to the local economy comparably to those who spend at tourism-related businesses. The debate highlighted divergent perspectives on the allocation of tourist tax revenue, balancing major tourism infrastructure projects against broader transportation funding requests.
